EVENT BACKGROUND

With the rising concern for climate change and global warming, development on renewable energy has become a worldwide trend with many countries making contribution into building a clean environment. The use of biodiesel blended fuels is a vital tool in our fight to against greenhouse gas emission.

Due to the falling crude oil price and policy uncertainty, 2015 seems to be a very tough year for biodiesel industry. However, there was still a few good news at the end of year. EPA in late November finally released the blending mandates for 2016, giving the industry guidance into how much biodiesel will be required to be blended into US fuel stocks. The Indonesian MEMR announced out B20 blending target and 11 companies was appointed directly to together supply a total of 1.87 million kiloliters of biodiesel to oil companies between November 2015 and April 2016.

Entering 2016, biodiesel production remains strong. Traders, marketers, producers and other stakeholders in biodiesel industry are excited about what 2016 brings:

United States: The RFS mandates call for an increase of biodiesel to 1.9 billion gallons in 2016 and 2 billion gallons in 2017. Given the substantial subsidy available in the US, biodiesel producers have been rushing to sell into the US.

Indonesia: 15 biodiesel producers have signed new agreements to supply 1.53 billion liters of biodiesel to oil companies for the mandatory 20% blending during the May to October period. The Indonesian Oil Palm Estate Fund has been putting investment to help smallholder farmers replant palm.

Malaysia: Including the B10 for transportation usage and B7 for industry since this July, the estimated total demand for Malaysia biodiesel will reach 709,000 MT for 2016.

Philippine: There is a view shared widely within the industry community that B5 mandates, which has been postponed before, will be implementing within 2016.

China: Chinese biodiesel producers are entering an important period of Industry Integration. The industry is scheduled to achieve mass production by 2020 under the instruction of National Energy Commission (NEC)
